The Two Nepals

In Kathmandu, entrepreneurs launch digital businesses, students learn to code, and government services are increasingly accessible online. In Jumla, Dolpa, or Humla, many communities still have no reliable electricity, let alone broadband connectivity. The digital divide in Nepal is not merely a technology problem — it is a development problem that risks encoding existing inequalities into the digital future.

This paper examines structural barriers to rural digital connectivity in Nepal and proposes an implementation model for further assessment.


Understanding the Barriers

Geography and infrastructure cost. Nepal's mountainous terrain can make conventional fibre-optic rollout expensive in remote areas. Project-level surveys are needed to quantify the difference from dense urban areas and determine where support is justified.

Energy access. Digital connectivity requires power. In districts where electricity availability is inconsistent, digital devices and infrastructure cannot function reliably. Rural connectivity programmes must therefore be paired with renewable energy deployment — solar in particular.

Affordability. Even where connectivity exists, device and data costs can be material barriers for low-income households. Any targeted support should use current household-income and tariff data and transparent eligibility criteria.

Digital literacy. Access without the ability to use technology meaningfully provides limited benefit. Digital literacy programmes — especially for women, older citizens, and those with limited formal education — must be a parallel investment alongside infrastructure.


A Connectivity Implementation Sequence

Phase 1: Map needs and anchor infrastructure Use current coverage, service-quality, energy, terrain, and affordability data to identify gaps. Assess backbone and shared-infrastructure options through transparent technical and financial analysis.

Phase 2: Last-mile options Where fibre expansion is technically and economically viable, consider competitively awarded support for private deployment. For remote communities beyond viable fibre reach, assess licensed satellite and community-wireless options on cost, reliability, and regulatory requirements.

Phase 3: Digital inclusion Every newly connected household and community should be accompanied by: (a) affordable device access programmes, (b) government digital services onboarding, and (c) basic digital literacy training delivered through schools, community centres, and local NGOs.


The Public-Private Partnership Model

No single actor — government, private sector, or development partners — can close Nepal's connectivity gap alone. The model that works requires:

Government: Provides backbone infrastructure, manages spectrum allocation, offers tax incentives for rural deployment, and mandates digital inclusion commitments as conditions of operator licensing.

Private operators: Deliver last-mile connectivity under performance contracts with government, with penalties for coverage failures and rewards for exceeding targets.

Development partners: Consider support for locations demonstrated to be commercially unviable, with transparent eligibility, procurement, performance, and evaluation terms.

Civil society and local government: Lead digital literacy delivery, community awareness, and feedback on service quality.


The Economic Case

Connectivity may support access to market information, remote work, public services, and digital finance, but benefits vary with affordability, skills, service quality, and local economic conditions. A Nepal programme should define and measure outcomes rather than assume them.

Nepal's experience with mobile money through platforms like eSewa has demonstrated how rapidly rural populations adopt digital tools when they are affordable, relevant, and accessible. Broadband connectivity is the platform on which that entire ecosystem can scale.

The question is not whether Nepal can afford to connect its rural population. It is whether Nepal can afford not to.
